Let's rephrase it for you then. Because, to my completely inexpert understanding, Scorpion lungs are entirely different from our human lungs in every way except in their function as oxygen receivers. As humans, we can hold our breath. Every action we take while holding our breath, underwater or elsewhere, takes a toll on our oxygen reserves. So we could compare surviving without oxygen to meditating and hibernating i.e. every action we make takes a huge toll on our limited oxygen supply while 'holding our breath'. Scorpions on the other hand can hold more oxygen than the volumetric dimensions of their lungs would imply. Instead they can chemically store oxygen in their lungs, much like a camel chemically stores water in their hump. Thus they can have much more oxygen than they need and access it at will like from a fat reserve. This is NOT how marina mammals like dolphins and whales breathe. They breathe like we do, with mammalian lungs. They do have their own circulatory, metabolic, and physical lung adaptations of their own, but they don't have the specialized adaptation that scorpions do. Now for all I know, maybe scorpions taking advantage of their scorpion lungs to spend time underwater makes them feel tired, reduces their stamina, or is in some other way taxing or limiting...but given the information available I assume they have quite a lot of stamina underwater. Which makes for calling that scorpion drowning about as useful as saying "We're all actively dying". Like when someone asserts that something is technically true, but it's practically untrue, that tends to bring into question the 'truth' of the technicality.
