Maybe they were just expressing Unity nothing wrong with that. The late queen Elizabeth would always mention the United Kingdom nor just England. In the national anthem it doesn't mention England.

If you look back at the 70s, 80s and 90s it was always the Union Jack hardly and George Cross flags then. Should be the George Cross for sure but because England are the dominant power in Britain, and have been for several hundred years, it can also signify the subjugation of the Scots and Welsh.
