For simple edits like that, just single click the dimension and it will display the dimension similar to the auto-dimension dialog, edit your value, hit enter and it will automatically rebuild that feature and child features.

yeah it rebuilds everything - so it often helps resolve equations too (unless there is a circular reference)

If only two features along the tree are changed how does Ctrl+b rebuild the entire tree if the remaining features in the tree were not altered. Because either way features preceding the changed features are inter- related either way?

Ctrl+B does NOT rebuild the entire tree. CTRL+B rebuilds features that are flagged for a rebuild (usually due to a dimensional change) and any related features further down the tree that have a child dependency. But not every feature further down the tree has a child dependency. Ctrl+Q does rebuild the entire tree.
