It's not a TV tax, it's technically a Beitrag. It's to finance to öffentlich rechtlichen Rundfunk which is by law independent from any government institution. It is something we learned after the Third Reich. There have to be an independent media (TV and radio). The reason why almost every household has to pay the Beitrag is that the service has spread over to the internet. Everyone has the opportunity so everyone has to pay for it. And I'm glad that we have an independent media.

Ich muss mich diesem Jonas anschließen. Sind ARD und ZDF nicht staatlich organisierte Sender? Alle anderen finanzieren sich doch über Werbung und Co. Berichtigt mich gerne, wenn ich falsch liege :)

This garbage-sorting thing is a culture shock for many people who come to Germany. When I was a child, there was nothing like that here too, then someone came up with the idea to collect glass separately, then paper and about 30 years ago the "yellow sack" was introduced for plastic waste. This way I got used to it over the years, but I can imagine how confusing it can be. I have never heard of someone getting fined for accidentally throwing some waste into the wrong bin, but if do it on purpose, that's another story. What I personally like about this system is that you have just a small garbage bin for the "dirty" waste and you don't mix it with the "clean" waste like paper and plastic packaging, which is much more voluminous but - just not that ugly.

It is so intetresting you noticed all official documentation is on paper as in post, rather than Email. It has to do with 3 court trials at the start of the 1990ies. The courts then did not recognice electronic correspondence of whatever the court hearing was about, and since then... 95% of official correspondence is on paper. I'm sure that will change in the next 10 years or so, but for now: your observation is correct... and interresting.

In Australia some local councils have installed cameras with AI technology on their garbage trucks so it scans each bin when picked up. Most households have three bins. One for general waste, one for garden and vegetable waste and the third for recyclables like paper, cardboard and glass. Then once a year there is a hard rubbish day where the truck collects things like old fridges, washing machines, furniture, metal waste etc. When we have overseas visitors they are amazed and happy that each household plays its part for the good of the environment. This is why Australia has four of the best cities to live in the worlds top 10 cities :)

The reason why some stores only take EC Cards (their actual name is Giro Card) and no credit card, is that for a long time the fees for Credit Cards have been much higher than those for the Giro Cards. So especially in regions with not many tourists but mainly locals (who all have a Giro Card) many didn't see a direct reason to implement credit cards as well. But it certainly did improve throughout the last years, because the fees for credit cards are much lower than before and now it's more profitable for places to take them as well. Also because more and more Germans start using credit cards to pay in stores as well. Many Germans do actually have a credit card but mainly use it for (foreign) online payments or bigger payments in stores that they want to postpone. But usually, they wouldn't use a credit card to pay at a café or small shop. Also unfortunately the banks weren't really trying to be innovative regarding the Giro Card. Only now I am able to use it online for paying directly through Apple Pay, so they deliberately lose competitiveness to American companies ... but I mean it's their own fault. And actually, there is a system called "Sofort bezahlen" (often provided by Klarna) on online shop checkouts where you basically pay with your Giro Card (but it's Lastschrift, so it's not immediately going off of your account but maybe a bit later). Also, I have to say that recently more and more places start using these micropayment providers such as Sum Up or iZettle which have really good conditions for small businesses as well. I actually find it rather unusual when new businesses or those who start taking cards don't take credit cards as well. I guess it's more the older and "established" places ... over time those will die out anyway.

Many restaurants in rural Germany don't take cards at all. And credit cards still aren't a possible way of paying in many small shops.

We have the TV and radio taxe for every household as well in France. And I know they have it too in the UK. It's not specificaly German. The price for a few adfree channels. Cheers.

One of the channels being the French-German one called "Arte" ;), which is a great one of its kind program and is certainly fantastic to watch!

United States has public broadcasting service PBS which gets some grant money from the federal government and state governments and also voluntary contributions from viewers. You'll note that the American television shows are about 18 minutes long. They're placed into 30 minute time slots in America interrupted frequently with commercials. The ever popular commercials on network news inevitably during the dinner hour suggest you try this for diarrhea bad for upset stomach and pills of every sort at just ask your doctor if this pills right for you. And now you know why American shows are only 18 minutes long.

Ruhetag -> Resting Day. That is from the 10 Commandments Honour the Sabbath, 6 days you shall work and do all your work, and you shall rest on the 7th day. People nowadays find it outdated and push for a 24/7 economy without realising what they are giving up.

I think the reason that the gouvernment sends things per post is mostly because they need to be sure that its you that signs the letters they send. Thats efficient in the way of safeness :)

Hello from Friesland 😊 You are allowed to use you vacuum cleaner or washing machine on Sunday. But you should not use a hammer or else. And in some places people look or stare at you if you clean windows😉😁

1:10 concerning paper napkins: No, they do not belong in "bio waste". Clean paper napkins belong into "paper waste", like other types of clean paper... however, if the paper napkins has been used, then it belongs into the "general waste" / "remaining" waste (in German: Restmüll)

About the payment you do not need a second account to get also a normal credit card additionally to your EC card. Just need to apply and you get it :)

The public TV is financed by fees not taxes. I think 10 Years ago it was calculated for each person and you had to declare if you own a tv or radio. When you had nothing you didn't need to pay anything. However, that was to complex to control and manage. Then they simplified it. Each household has to pay once. It doesn't matter anymore if you own a tv or radio. Because you can watch almost everything on their websites or KZfaq. Some housholds are exclude for reasons like unemployed

the difference between fee and tax is important: all the different taxes are collected by the government and then split up for everything they have to pay for. thus a tv tax would cause the government to decide how much of that tv tax would be spent, and could make the stations dependent on how "nice" they report about the government. but with a fee, this money is separate from the government and a commission which has several members from politics but also from several other public and social organisations decides on the amount to collect and how to distribute it. and the reason why there is such a tax or fee at all is to avoid having ONLY possibly biased private or paytv news and programming by only those who can afford it (once again, that might be the government or other political parties or companies, who all want to promote their opinions, goods and services with no fear of objections by a relatively objective free press). the tv fee should guarantee to have at least some stations that are as independent and objective as possible. ps: besides the programs/stations, also infrastructure is needed and it's not some rich people who should be allowed to build and operate the biggest towers and antennas to be heard the loudest, but i have no idea about any details about that.

TV Licence as we call it in the UK is a euphemism it IS a tax. You can buy into the Orwellian BS but a TAX is a TAX no matter how you spin it.

@@honesty_-no9he Exactly. People are taxed in a lot more ways than they realize. There is an illusion that taxes are higher in Europe then the US because of VAT but this is not necessarily true. In the US they just play games like this to hide triple or quadruple taxes. Even inflation is a tax. If you want to know how much a society is being taxed, the only way to really have an effective measure is to go by total government spending. All government spending is taxed to the people one way or another.

u know what funny is about this..... every 12y old can make a website and then this kid can lock certain content behind a paywall..... so the "u can watch it online if u dont have a Television" is something that shoulnd be able to fly in Court... its a "Hidden Tax" since our Gov. had to approve this shifty way of earning profit..... otherwise this "company" and i use this description rather loosly would run itself into the ground in less than 6 months (people should know this Outfit is not State Operated its a unincorporated joint organisation of Germany's public broadcasting institutions ARD, ZDF and Deutschlandradio, as well as their public-law affiliates. so they dont have actual Powers they can impose on u ... they can sue u if u dont pay.. basically u dont pay their Racketeer and then they use Real Goverment approved ways to force u..... its a rather cocky way and for reasons that escape me our Goverment allows this.. nothing would change if this Company would vanish today... other than the fact that i got more money in my pockets from now on

What cultural shocks would I experience if I visited Russia? Would be interesting too. I would like to vacation in Russia. Unfortunately, it's not politically possible at the moment - but I hope that it will be possible again soon.

@@alh6255 Now that you say it, everything is clear. How could I have missed that? If you are interested in a culture - just learn the language. Very easily. But now I am interested in many cultures. So then I have to learn all the languages. And if I then master all languages, how do I find a suitable conversation partner? How are you doing that? Surely you already speak all languages ​​- otherwise your comment could not be surpassed in terms of stupidity and emptiness.... And if that applies to you - why are you watching such a video? You could follow your own advice and learn the language, couldn't you?

@@psychoal2321 You didn't get the irony about "Russian culture". But you can also read translations of the most famous Russian writers who hated, despised and detested "Russian culture" (Dostoyevsky, Turgenev, Solzhenitsyn and others).

I like the idea of pfand in theory. My only issue is it may be more difficult for people with any kind of mobility issue to make the return trip for recycling the bottles etc. However, I do love the commitment to recycling. Also in the UK physical mail is the primary communication for government bodies.

Services which adress Germans in the net usually offer the service to get your money directly from the German bankaccount (Lastschriftverfahren). You give your IBAN to the enterprise and they take the money directly from it. The good thing about it is that you can give back everything that has been drafted from you for six weeks without any reasoning.

Every bin in germany is registered to a household. That's how you waste disposal fee is charged. The issue is not the fine of 80 euro but the fact that (faulty) waste is not collected anymore. The reason for the communication via (physical) Mail is the fact of legal acceptance. Email or Internet are not seen as legal documents unlike a bunch of paper... The thing with the card is a matter of what service you choose. The later being partly depending on your creditworthiness. i do have only one debit card and one credit card. works fine. The reasoning behind the tv fee is to allow an independent Broadcasting on one side and the opportunity for everybody "to be able to" purchase these media on the other side whether you do it or not.

Many government- related issues can be solved online, but you need to be a registered citizen and apply for an e- registration card. This service is most likely not available to foreigners .....

There is no reason for all the physical mail, other than that Germany slept through digitalization. Sometimes they still try to make you send a fax.

This payment is not just for TV or radio. It is also for the online appearance, where you also can access TV or radio. It is not neccessary to have a TV or radio nowadays to cosume the provided content. Also the payment also supports cultural elements like orchestras. I hope the whole war think did not change your live here in any way.

I know quite some Russians living in Germany who cannot talk with their relatives about it, as they only know what they are told by the government controlled media. This situation led to family conflicts for many of them.

Seperating garbage started about 1980 in Germany and from 2006 on in the USA (California).

Garbage separation was first pioneered 40 years ago in USA. In the 1990s the Italians were terrible at this but now they are among the best. So Russians and others can go through the same learning curve after all the end result is a positive and it encourages a sense of civic duty and personal responsibility.

1:00 If it's unclear in which trash bin something needs to be disposed, I'd suggest to look for explanations in the internet. ... If this is not possible at the moment, or if the explanations don't make it clear for this specific item, then throw it into the Restmüll ( general waste / "remaining" waste) ... also known (at least in my area) as "Schwarze Tonne" (black trash bin). When in doubt, it's probably a good idea to use this trash bin ... only give something into a recycling bin (e.g. paper / plastics / metal / glass) when you have good reason to believe that it belongs there. And then it should be "as clean as possible",. at least bottles, glasses and plastic cups should be emptied.

Ich finde es gut, dass es diese unterschiedlichen Dinge auf der Welt gibt. Wie langweilig wäre es, wenn es überall gleich wäre? So wie du es hier darstellst ist es dir leicht gefallen an das deutsche System und seine Eigenarten zu adaptieren. Damit ist doch alles ok, oder?

Kann mich diesem kommentar und auch der antwort - herr berger - dazu nur anschließen!!!! Eigentlich finde ich es fast befremdlich, dass die meisten dieser beiträge, welche ganz normale unterschiede beschreiben, als "kultur schocks" bezeichnet werden! Zb die mülltrennung! Wir alle sind nicht die besitzer unseres planeten, sondern im allerbesten fall "verwalter" unseres lebensraums für weitere generationen!!! Wie also kann mülltrennung und recycling ein "schock" sein???

@@andreapreiser6162 Ach Gottchen, bitte nicht traurig sein oder angegriffen fühlen! Doch im Ernst: für viele ist das ein echter Beruf und die bestreiten ihren Lebensunterhalt damit. Das ist bestimmt nicht verwerflich. Allerdings ergibt sich daraus ein ständiger Kampf um Aufmerksamkeit damit Klicks kommen. Und je mehr Klicks und Likes, um so größer die Wahrscheinlichkeit, dass der Channel empfohlen wird - und damit noch mehr Klicks kommen. Hinzu kommen noch die Suchalgorithmen die ebenfalls bestimmte Stichwörter begünstigen. "Culture Shock" wird bestimmt häufiger gesucht als "Everything ok".

Thank you for sharing this video. :-) Interesting how small Russian channels seems to be recommend more to me lately. As for the lack of digitalization. I'm not German, but I think it's because of the experiences Germany had with Stasi. Basically Germans where subject to heavy surveillance during the Soviet times. And they're kind of sceptical towards modern technology, especially if it can be used to limit peoples privacy as a result. If you want to experience germanic culture with less of this technophobia try the nordic countries. Ps. I hope that you're doing okey given the situation.

I'm from Germany and I love IT and digitalization. But I don't like the digital politics, because we have a lot of bureaucracy and the amount of apps for e-government is small and these apps are useless. My opinion: Germany has a bad IT-infrastructure and the lack of digitalization has something to do with our German historical experiences like the WWI, WWII, the age of the Iron Curtain/Cold War till 1989/1990.

@@martingerlach_1990 There's exceptions to every rule. Personally I like running my browsers with things like script whitelisting for privacy reasons. So scripts can't run unless I whitelist them first, despite that breaking most websites.

The Germany as we know now has some agencies - such as BKA(=Bundeskriminalamt, translation could be "Federal Criminal Bureau"), BMI(=Bundesministerium für Inneres, translation could be "Federal Department for Interior Affairs and Security") and BND(=Bundesnachrichtendienst, translation could be "Federal Intelligence Service").

Es ist ja bekannt das wir mit der Digitalisierung hinterher hängen, aber ist der Brief verkehr echt schon so nicht mehr up to date ist, das es schon verwunderungen auslöst, und man ein ein Brief auf Physikalisch real vorhandenen stück papier bekommt gerad wen es von stadt etc kommt nicht von oma aus dem urlaub XD

the thing about only being capable to use your banking card in certain regions is not entirely right....I got myself a Sparkasse Debit card of a certain region, but can pay with it all over Germany...what I can't do everywhere though, is transforming cash money in digital money :D

I didn't mean in regions, maybe it wasn't that clear, but I meant that in many places like cafes, stores, etc, you can only pay with EC card :) correct me, if it's not true

@@hardworkingslacker1663 Well Im not sure myself, but german cards are mostly combined in Giro(successor of the EC) and international systems, so you also can buy sth in other countries... but Im not sure about other card brands....it could be possible, that foreign brands, especially not western brands, are sometimes not accepted in german reading systems.

Bank cards/debit cards can (so far) be used without problems at ATMs and for paying in shops in the EU and the neighboring Mediterranean countries. For use outside of Europe (maestro*) you need an activation from your bank. Online payments are only possible if the business partner participates in a (transfer) system of the bank's own online systems. (example: giropay) As a rule, you need a credit card (MasterCard/VisaCard or other) for online payment transactions and now often an online secure code (TAN) to confirm such payments. *Maestro System: the Maestro agreement and system will be phased out over the next few years. Therefore, many banks are working on possibly bringing out a combined bank/credit card. Some international banks already use a similar system.

As long as their card payment systems are set to the "Maestro/direct debit variant", they pay fewer fees to the contractual partner and these systems usually only accept cards from the EU/SEPA area (= uniform payment guidelines). In order to accept credit cards, extra contracts are required as acceptance points, which cost money accordingly.

If you want to pay in the internet use Amazon creditcard and paypal. I can do every internet payment with it. We are not into that much into digitalisation simply because we are used to take care of our papers. We like to have something physical to hold on if we ever want to prove something. No one can temper with anything unless you get robbed. I hope you doing fine giving the current situation regarding your Governments decisions. Servus und Hallo

The reason official (formal) letters come in the mail is that delivery has been effected. As proof of receipt, so to speak. Physical delivery, e.g. to your registered address, is considered delivered. Regardless of whether you actually open the mail or just throw it away. Otherwise it would be easier to say you didn't get anything. In particular, registered mail or registered mail with signature are considered special proof of delivery. Court letters (or related authorities like the tax office (if there is an investigation into tax evasion)) come in yellow envelopes and are also deemed to have been served. If you only communicate informally with the authorities, this can of course (mostly) also be done by e-mail.

This obligatory contribution for TV and Radio is a nuisance for Germans too. This contribtion is only for certain channels, the so called öffentlich-rechtliche Sender like ARD und ZDF, no matter if you are interested in them. There are many Germans who are in favour of abolishing this compulsory contribution.

It's english, they have not so many words and therefore for the german sequence difference, funny, annoying, weird up-to shocking they have only the possibility to use the word shocking. Same with Miracle, Brain exploding, blows your mind/mind blowing etc. Examples: It blows my mind: this morning the sun rises'!!!!!!!!!!! (like every day) it was SHOCKING, BRAIN EXPLODING - The sun RICES - HOW IS THIS POSSIBLE? A Sunrice!!!!! MIRACLE (have to take my gun, go to next school and kill some people so MIND BLOWING) - A Sunrise in the morning YOU DO NOT BELIEVE IT - APOCALYPSE!!! In German we would say: "Nett, die Sonne scheint" because we can. And yes that was humor (without adding in front of every second word) ;-)

would you allow "inspectors" to search your appartment or car to see whether you really have neither a tv nor a radio, nor a smartphone (even old simple cell phones often have a receiver), no car radio, no video/DVD player (playback recorded tv programmes), no computer, etc ? i still remember when my parents gave me a copy of their payment to carry it with me when i took my mobile radio with me, and we had copies in the car too. nowadays every household has to pay that fee (NOT a tax, see my other comment for the difference) so that everybody pays a relatively fair share. without any such fee, we would have to decide whether to listen to RT news, to FOX news, or to SAT1 or RTL news that all are sponsored by (and thus heavily dependent on) some government, other party or some company ...

@@Anson_AKB If things were in order as once intended to be, this would be a fair argument _for_ this fee, but in the last two decades it has become more than obvious that neither of the publically funded broadcasters has stayed clear of bozh poltical bias and/or economic dependancies. Thus they fail to fulfil the regulations required to be aired on ppl's money in the first place.

@@palomino73 i agree that some things should change, eg they should reduce spending lots of money (eg for very costly sports events, new movies, etc) to have good ratings since their original duty was for news, culture, "minority interests" (where minority doesn't refer to the same as eg in the usa, but eg theater, concerts, etc) which of course have lower ratings (who needs high ratings when they get those fees to be independent from the income by commercials). and the increasing number of their own productions of "Krimi-Filme & -Serien" is becoming more and more boring. I also can't remember the last time when "the Thirds" had educational tv, school/teaching tv, language courses, etc, which have been replaced by reruns of their series, so that they are able to keep them available for another few months or a year in their Mediathek for free. BUT then we/you should ask to change that back to the original goals, and not protest only against that fee. without that fee and without those stations, all doors would be wide open for private/payTV becoming even more extreme, eg with newstainment shows instead of news, and catering to their sponsors, and having no critical reports on any topic, etc. anyway, in the video one point was the "shock" that there was such a "TVtax" at all, and my comments should only explain the reason and intention of that TVfee. i don't have the time to discuss the problems in detail here, and the comments under THIS video are also probably not the best spot to have some lengthy productive discussion with meaningfull(!) results.

"propaganda tax", that's pure nonsense. All contributions of the public broadcasters can also be received via the Internet. Even who has no TV set, so has the opportunity, even if you have no PC but only a smartphone, can use this. There are guaranteed only very few who do not have all this. Political influence will always exist in one way or another, but there is a difference between someone who is "well-meaning" and someone who has to follow the instructions of a government. The fact is that the public broadcasters are independent and not controlled. Anyone who says otherwise is talking nonsense. Yes, what does it mean that they have to spend less money? Fewer movies, less sports? Of course you have to check the means but you must not only not offer a "third way of education" but you also have to make attractive offers for entertainment to the people and that costs and is also subject to inflation. 18 euros! 18 euros a month for daily entertainment on all channels, and that includes the Internet sites. 8 euros costs going to the movies once a month or (I think 7€) a pack of cigarettes. That is much less than what he gets for the fee. And anyone who believes that the private broadcasters are politically independent or that they are not paid by the products they advertise also believes in Santa Claus.
