Thats addressed in game when you finish Judy's questline. Its explained that the water is so toxic that its not even safe to have exposed skin contact let alone drink it... so yeah. Fish are probably very very dead in most bodies of water.

apparently animal plagues were a really big problem, NC has no birds and no cats either (well, except for that one). So the city doesn‘t want many people owning dogs.

@@GhostRider659 Both the 2020 Source Book and 2077 imply that the diseases they carried was a red herring, when really, the Corps only care about expanding their influence, even if it means destroying a few ecosystems.

Part of the claim was that it was easier and cheaper to just kill all the pets, rather than treat the diseases. So they eradicated most animals they can, cats, dogs, even pigeons, and punish anyone who keeps a pet. All to save a few bucks, and make it the people's problem. Just like how they gas the homeless instead of dealing with the problem. Pretty evil stuff.

@@sloppyoyster5779 Its also meant to push the Dystopia element more as well since in the tabletop games and books the world is alot more of a hell hole than in 2077. But technical limitations and poor management is another reason as the fish tanks around the map are all empty. (Lore wise because bodies of water are very toxic and polluted so most fish are dead.)

The more news from cyberpnuk you watch, the more you realize that Johhny was right. It isn't just a world with hard times, it isn't just "late stage capitalism" like most people claim. It isn't even climate change ravaging the world. Cyberpunk is a future where the bad guys won. Where not just big business won, but the most evil executive won, the bad guy from RoboCop rose up, and no one stopped him. The evil dictator was never torn down. The hero never showed up to so many stories. Its a world where evil has won. Where money is just another tool, like pollution, war, hunger, and removal of rights, all tools being used to MAXIMIZE human suffering. It's not enough to NOT treat diseases. They have to use them as an excuse to take away people's pets, or anything that would make you happy. (except sleeze of course, that stays). Its a future where the forces of entropy and malice are seeking to drive people into the dirt, and keep them there. In cyberpunk its not enough they made you poor, they want to make sure you can never have money again. A form of almost Neo-Feudalism. It makes you start to think that maybe Gary is onto something with his claims of technonecromancers from beyond the stars. Why else would anyone crush the world this hard, to make it this inhospitable, unless it was an invasion.
