DA files landmark homeless lawsuit against City of Sacramento

A Sacramento prosecutor is suing California's capital city over failure to clean up homeless encampments. Sacramento County District Attorney Thien Ho says his office asked the city to enforce laws around sidewalk obstruction and to create additional professionally operated camping sites. He announced the suit Tuesday during a news conference in Sacramento. Ho said the city is seeing a "collapse into chaos" and an "erosion of everyday life."

I absolutely agree with the DA here. Turning a blind eye to the problem is not a response. He's not playing politics. It's a livability issue. You cannot have homeless populations occupying streets, and the neighborhoods. Has to be dealt with. In my neighborhood we stopped that right at the word go. If we see a single tent we have code enforcement take it down. Too much stuff is happening in those homeless encampments. They need to be cleaned up.

Where will they go ? I can tell you a lot of the homeless in California are immigrants and don't forget TEXAS GOV.ABBOTT is sending bus loads of illegals that need housing and they will probably get affordable housing or housing vouchers for no rent apartments and houses before our AMERICANS . So where are they to put these now homeless ? I bet money the D.A. has no idea.

Rent in Oklahoma State $200 -$300/month. Unless blind, otherwise should see home for sale 2bed n 1bath for $45K. Home for sale in WV same price old used semi truck. Do drugs better! Make drug lords become billionaires. Million jobs open in Alaska n keep fooling the world and complain that they can't find work! In Illinois welfare/benefits only $400/month but California $1,578/month. Welfare/benefits population by race. Google n Wikipedia. Can't excuse. People tired!

Thien Ho is a smart and very capable attorney. I stand with him on this. It's a fact that the city does not do a thing about the homelessness in it's jurisdiction that has caused so much harms and pain for everyday citizens in those areas. When Thien says that the city gave tickets to construction workers but ignore the homeless campers. This shows that the law does not apply to the homeless so they can do whatever. I want to know where Darrell Steinberg lives so I will bus a group of homeless people to go camp in front of his mansion. Then we'll see what he'll do!

The homeless situation is getting out of control, but a lot of it is because the rents are too damned high! Also, we have found in my town, that a lot of the homeless do not want to live in shelters because of violence and theft. We have a shelter that gives free showers to anyone who wants one, but the homeless say no one ever cleans the showers and the whole place is filthy all the time, so they don't want to stay there. Plus, the druggies don't want to be in a shelter because of curfews and rules that keep them from getting their fix when they need it. Honestly, the only solution is to re-open state mental hospitals, so we can get the ones who are mentally ill and addicted off the streets and into shelter. Reagan caused this homeless crisis when he closed down all the state mental hospitals (by cutting off federal funds) and thought the community would take care of them. The communities do not have the resources to do so. The US government is too busy building walls and fighting wars to put sufficient monies into the problem. This country is turning into a third world country. It's horrible!

Here in Portland the homeless fall into the following categories: a) Employed but not able to find housing, b) Hard luck cases, often disabled, who can't find affordable housing due to the limited benefits that come with social security, c) Addicted to alcohol and or drugs, most of whom would seek treatment if it was really available, d) Mentally Ill who are off their medications, for example, if a schizophrenic stopped their medication the experience can be euphoric at times and utterly horrible at others, The bigger problem is "Greyhound Therapy", from other, mostly conservative rural communities. Social Workers have literally bought one way tickets for their most difficult cases. They also tell them about the 10 cent bottle & can refund and how they can make up to 30 / hr canning. They also often mention that they won't face felony charges for drug possession here...

I'm 50, buckthefuck crazy, and have been in various degrees of homelessness most of my life. I would only add two notes to your comment...the role gender plays in homelessness (men aren't born with atms) and "Greyhound Therapy" is more than shipping off problems. Many of us get a spark of hope when we change environments. New faces, new challenges, different weather, even the difference between hills, plains, and mountains could be enough to alter my thought patterns. I guess it might not be a permanent paradigm shift, but maybe the next time will be. At any rate, your comment was thoughtful.

Homeless don't go to shelters because they are very unsafe. Since they are open large areas, people come by steal, mess with you, and harrass you while you're sleeping. There are zero monitors for these rooms. It's so obvious if anyone dared investigate this even just a little. Try it and go sleep there one night. People tell me they rather sleep scrunched up cold in their cars than in open city shelters.

What an asinine comment. There is almost no likelihood that a homeless shelter of any stripe is more dangerous than an outdoor camp with open drug use, rape, violence by self-appointed "mayors," beef between gangs, etc. Get your head out of the sand and wake up. Homeless avoid shelters because they can't get high. I've volunteered. That's what workers and former homeless told me. That's what the mayor of Boulder saw firsthand when he lived in a camp undercover. Grow up and face reality.

When you use soft terms like unhouse people, you’re hiding the truth. You sound like Gavin, talking around the issue instead of dealing with it. These people have a home. It’s their tent on the street. They don’t have a house or any place to go. So when you enforce these city ordinance you’re not fixing the homeless problem. Where do you expect the homeless people on the streets to go? Would you prefer they all hide somewhere? Homeless shelters are more dangerous than the street. You go stay in a shelter for a few nights without a security detail and you will understand. (I’ve been fortunate enough to never have been homeless, but my brother in-law has been).

Good for you. So many more of these actions should be taken. The government should stand up to the plate and face the music of their malfunctioning. You people were put there to help all of the people in your constituency. All of them. You are to fix this not sweep it under the carpet. Make a place for these tent towns to function safely. Because they aren't going anywhere. They have always been. So accept them and give them a safe place. ❤

I'm sure the greedy landlords and developers who raise the rents so high no one but the wealthy can afford them have something to do with this, but they aren't suing them, are they? They need to be sent to a safe camp behind fencing in the woods, complete with free drugs, booze, tobacco, food, running water, latrines, and tents. Then let them sign up to see a well-protected caseworker to see if there is a way out of the encampment. Most will not sign up for a path out of the gutter. Those who do want out will make sure they are never vagrant again. Those who don't want to be sent to an encampment will voluntarily camp on public land outside of the city.
