It is bad to do environmentally but for the operation of the a/c system it helps reduce the chance of moisture accumulation from using multiple 1 pound cans to full larger systems. Its a piss with the cock you got situation. The correct way is to vacuum the manifold and hoses down using a using a high vacuum recovery machine. Then recycle the purging's. A fun fact is most countries (western included) that require all r134a and other refrigerants to be recycled or destroyed tend to under pay disposal cost and keep and pocket the high tax cost added to the at import or sale. The recycling centers usually pay unqualified and underpaid workers to burn off the gas. seeming the gas quality from recovered systems is less than ideal a lot of the time the process is performed incorrectly allowing almost 20% of global warming potential gasses to be discharged with the exhaust vapour of the processing facility.

One of these days they'll see it roll up on a tow truck broke down. We already had another Ford truck blow up. They're all 2018 models. 5.0L with the 10-speed transmissions and junk.

Refrigerant r134a which is a hfc ( hydrofluorocarbons) and has no ill affects on the ozone unlike r22 which is a hcfc (Hydrochlorofluorocarbons), and as far as I know r22 is no longer found or used in the charging of a/c systems on heavy equipment, commercial, or passenger vehicles, however yes still illegal just not ozone depleting.
