She knew. She knew that the Dalek's were afraid of the Doctor, like in fucking terrified of him. She also knew right when she said those words the Dalek's suddenly made her valuable for their survival as killing her would have brought upon the wrath of a already dangerous opponent to nightmare levels of horror for them, the Doctor would hunt them down, they knew it. The could threaten, they could move her around torture even but can't kill her. Killing her was a automatic death sentence.

koolboy895 daleks would win. Quality over quantity my guy, the cybermen weapons were ineffective on the dalek so how were they even going to harm them? The daleks can kill in a single hit. Yeah they can upgrade but with what? Dalek tech is far superior than human tech so if they did upgrade the weapons are still ineffective (also all the torchwood tech were based off cyberman tech so it's still useless). Daleks were also the species that were up against the time lords in the last time war and were winning (until the doctor got involved). Plus if we're assuming that just the doctor wasn't there the daleks would have still released all the dalek prisoners confirming their win. And finally the daleks have made more of themselves when at the brink of extinction so when the cybermen are upgrading the daleks will be duplicating.

@@koolboy895 The Daleks wouldn't give them time. Even without the Genesis ark. They'd probably find a computer hack into the worlds defences in seconds and wipe out the planet with nukes before saving themselves with an emergency temporal shift.

As we've seen in Dalek, they're capable of downloading the entire internet from one computer and we see in Doomsday they can do an emergency temporal shift to gtfo before the earth is destroyed.
