A "biologically secure bubble" was created on fight island(because of the coronavirus) to ensure that nobody working in it before, during and after the UFC events could catch the virus. As part of the protocol, everyone on the island would have to be regularly tested and wear wristbands to let the security know that they belong there. Also, because it's a bubble, none of those wearing these wristbands would be allowed to leave the hotel or the bubble unless they were authorised to do so(to minimise the risk of exposure to COVID). Ottoman broke this protocol by cutting off his wristband and passing it on to someone else outside the bubble, who then used it to sneak past security and put everyone on fight island at risk of catching the virus. This could have gone very wrong since any of the fighters/staff could have contracted the virus from him/her, resulting in one or more fights on the card being cancelled(the whole card might have been cancelled, which would lose the UFC a lot of money). That's why Dana decided to make an example of Ottoman and cut him from the roster.
