CLIP DESCRIPTION:
Dave (Kevin Kline) takes over a cabinet meeting to balance the Federal Budget in order to save a children's homeless shelter.
FILM DESCRIPTION:
The ghost of Frank Capra must have smiled when he saw Dave, an amusing and effective update of one of Capra's favorite themes -- the scrupulously honest little guy who becomes a force for good against a corrupt system. Dave Kovic (Kevin Kline) runs an employment agency and seems to genuinely enjoy finding work for people who need it. He also bears a striking resemblance to the president of the United States, Bill Mitchell (also played by Kline) and occasionally gets work as a Bill Mitchell impersonator. One day, Dave gets a call from the Secret Service -- for security purposes, they want to hire him to act as a decoy for an upcoming appearance by the president. All goes well, but later that evening President Mitchell suffers a massive stroke while in bed with his mistress. Wanting to keep the matter a secret, two of the president's top advisors appeal to Dave to stand in as Bill Mitchell until he regains his health. One of the men behind this scheme, Bob Alexander (Frank Langella), hopes to use Mitchell's absence to promote his own right-wing political agenda, but after a few weeks "in office," Dave decides it's time to promote some changes of his own that will help increase employment and keep homeless shelters open. Dave also finds himself growing fond of Ellen Mitchell (Sigourney Weaver), the President's wife, while Ellen sees in Dave the idealism her husband left behind years ago. Dave features numerous cameo appearances by politicians, Washington insiders, and journalists; Oliver Stone also appears to explain a conspiracy theory regarding sudden changes in Bill Mitchell's behavior.

Well, The Cabinet Secretaries also had a chance to see certain areas, which would be redefined as "government waste", by the way Dave questions a certain expenditure..such as the campaign to make somebody happy about a car that they already own.

The fact that you think it should be realistic is unsound. Congress, the elected representatives of the people voted for that spending as allocated. An unelected head of state shuffling around Congress designated funding according to his whims is called dictatorship. That's what he's doing, dictating. None of those Cabinet members controls the money, nor can they allow it to be diverted for a purpose not designated by congress.

@@westrim Thank you for that reality check! This budget is determined by an elected body. They're elected because this is a democracy, which is how we've chosen to manage the fact that people FREQUENTLY disagree on how things should be run and what is important. If we don't like how those elected officials choose, if the process is too opaque, then it's up to us to change it and get smarter, because you can bet there will always be bad actors trying to screw others over for their benefit, no matter what form of government you choose.

+chris gast - Yes, statesmen. I am not sure that people even understand that term anymore. I had a wise teacher in HS that told me that we elect leaders to do what is right because we believe they know more than we do about political situations. It's not about populism or supporting your base. It's simply about doing the right thing.

Don Winslow Dave would need what is called the line item veto. This is something the democrats have refused to give Republican presidents. And republicans have refused to give Democrats for generations as well. The line item veto would take a constitutional amendment at worst. At best it could be done with a simple majority but certain people would be outraged.

"Dave" is one of those special movies you can watch time and time again; it's always funny, entertaining and insightful. Of course the stellar cast makes it all the better. Kevin Kline can read the yellow pages and it would be great. A quick look at his filmography says it all: from "Sophie's Choice" to "The Big Chill" to "In and Out" he makes the films shine.

I enjoy the small detail of the Commerce Secretary being the most enthusiastic about saving the homeless shelters after being the first one called on for cutting other spending.

You know what dude I fully agree that was always one of my favorite scenes with seeing the Commerce Department's so excited about using that money to help people in need. I think one of the biggest problems with Congress is they are not put into the situations that we put others in and when they're finally faced with a big picture they just turn around and walk away.

My favorite part of this scene was well. They tell a full story about this guy going from disinterested to defensive to seemingly proud of what they'd done. It also serves as a showcase of how and why Dave is a legitimately good leader.

Frank Langella was exactly what this movie needed. Love him in almost anything he does. This scene is great from all angles. But he stands out. Especially that look at the end.

1st They didn't "balance" the whole budget. He worked to find money for a programs that had been cut. 2nd The 90s were the best.

I laugh EVERY TIME he says "Mr. President, I don't think that was in your agenda today." "No, it's a last minute change, Bob." LOL. Then when he interrupts again, "Mr. President--" "Yes?" *Cameras flash and the room is silently staring* "Nothing." He turns around and THAT FACE...It just gets me every time. HAHAHAHA!!!

The attention to tone in this scene is incredible - there's such a wide spectrum for where they could've gone with this character in terms of persuading everyone through pretentious folksiness or cocky immature authority, or embarrassing people with Murray's numbers etc.. but instead they found this perfect narrow space where he's just getting everyone to play ball with him and feel good about doing so. Masterclass direction and acting from Reitman, Kline and every bit player in the scene.

"No cgi"...? Seeing as it is a low key comedy, that came out in the very early phases of cgi, I fail to see how the lack of CGI has any merit on wether or not it is any good.

"It's supposed to bolster confidence in a previous American automotive purchase." - Read: it's kickback money to the car companies that helped pay money into campaigns or provided favors for a vote. Crap like this is all over our trillions of dollars of debt. If we could toss those items out like this, we'd balance the budget in under 10 years just by nixing some of the big waste.

At the time, there was a legitimate question whether the U.S. auto industry was going to keep making sedans, since their reputation was in the toilet in comparison to Japanese and German models. Part of that reputation was unearned, and since you'd rather keep your automobile industry from shedding many thousands of jobs and creating even more of a homeless problem, you focus money on reassuring that American sedans don't suck. Why the government? Simple. As the people trying to sell sedans, the American automobile industry wasn't going to be seen as giving an honest appraisal of its own product. So there's a logic to that hypothetical scenario, and appealing to emotion (the 7 year old homeless boy) was a cheap shot in addition being a movie meme. If the Secretary of Commerce had been able to think on his feet (not that the writers would have allowed it...), he's have said, "Mr. President, with all due respect, I'm trying to make sure that kid doesn't have more company in the homeless shelter." Dave would have had no good answer for that.

Remeber when the auto industry was begging for a bailout and they all went to their big meeting in separate private jets. That's when I would have said "well let's see your books, I'm sure I can trim some waste".

@@Irish381 They did but they didn't do it like I would have. I would have looked at them and said you've driven your companies into the ground so why should you keep your job? If I let you keep your job you will get paid the same wage as a factory worker until the debt is repaid. Bonus pay will not be allowed until 5 years after the debt is repaid. All corporate perks will be sold/cancelled and will not be allowed until 5 years after the debt is repaid and only after the company has profit levels over a certain percentage. Golden parachutes cancelled forever, you leave, you get fired, you get the same compensation package as the average factory worker in your company. Federal inspectors/auditors would have unlimited access to all facilities and books, any executive caught not following the rules goes to prison for 10 years and serves all the time. That's how I would have done it.

I remember watching this film at the theater in Davis, California. As this exact scene unfolded, I began to laugh hysterically. My reaction was completely unexpected. The absurdity of it was like watching Fonzie jump on waterskis over a shark.

I enjoyed this movie, but the biggest laugh had to be him asking his secretary for two copies of the federal budget - and they're no bigger than a phone book. If printed, the federal budget would be about 6 feet tall.

What a well written scene. Unrealistic? Absolutely. This could never happen. But makes you think of what a brighter side of politics could look like. Still a big fan of this movie!

Back when the movie was made, the corrupt politicians were the fictional part so outrageous that people got a kick out of this movie. Today we look at the 1 good guy and see him as fictional, its a crazy world..

To me, Dave was One Great Scene. The score and music by James Howard Newton was brilliant especially "the Picnic" and "Are You Threatening me." It touches my soul and takes me to a peaceful place.

I had nightmares from Frank Langella's Dracula performance when I was younger. The face he gives when he is being 'evil' is downright scary! Great actor and all the main cast was just brilliant in this film.

Those who say all the things to get re-elected but only want power and have no principle. People need to stop demonizing their neighbors and start demonizing the politicians and political elites. @@mikee7579 - The world of politics has changed quite a lot since the 90's. Mass media has become very specialized to targeted audiences. And so have politicians, as the social-science of Gerrymandering has advanced in leaps and bounds. A majority of the congressional districts are now "safe", which has led to extreme polarization, and govt gridlock. This was 'mostly' done by state-level Republicans. Which is not an endorsement of the Democrats. Their spineless acceptance of the Gerrymandering has enabled their corruption to expand to new heights. Safe districts are corrupt districts and are less representative of it's inhabitants.

"OK, now let's hand this plan off to Congress. They have the 'power of the purse' after all, I'm sure they'll agree this is a good plan" Then someone objects to the plan because it cuts spending to a large aerospace firm in their district. Someone else objects because it undermines the military's ability to respond to future threats. Someone else objects because it cuts certain domestic programs or guts important regulatory bodies. Ultimately the whole thing gets twisted into a form barely recognizable as this original, fanciful plan concocted by Dave and his accountant friend. It gets saddled with various amendments that tie it to other issues - and when it finally passes, if it does, it utterly fails to meet the original goals and carries so much other baggage that even Dave himself would veto it.

My fave moment in this flick is when Dave says to the Assistant Chief of Staff, "Well, we're not going to be lying to the American People are we? Because that would be wrong." And the guy replies, "Wrong?....Oh! Yes! That would be wrong..." Another great film where they put a double in place and it backfires is Don Ameche in "Things Change."

Yes and 81 people died at the wheel of a Toyota due to gas pedal issue and it too another agency to recall the cars for them.....oh and 81 is only the countrys that count....some country's where gas pedal incidents happen there are no reports or they arent accurately investigated to confirm..

And that.. that is why Republican style supply-side trickle down economics never works. The good paying jobs are never created, therefore the income taxes are not remitted. Tax cuts to the rich always wind up with massive deficits and then when they rabbit ear their pockets in front of Congress because Joe Unemployed isn’t buying their widgets.. the taxpayers are on the hook, yet again. Trickle up economics is always the way to go. Give money to the poor.. and let the corporations use their ingenuity and competitive spirit to get it back. Money never disappears unless it’s hoarded-the poor can’t do that! Even high taxes. Read up on the Han Dynasty in China. The elites were increasingly wary of a powerful middle class that was emerging in China. So they increased taxes to deprive them of their wealth. However with their newfound wealth, the elites were indulgent and spent it on many luxuries. Luxuries that just so happened to be provided by this middle class. Soon, the middle class was more wealthy than the elite. Their scheme was a failure.
