It's not a general purpose bomb it's a fragmentation bomb that's what "Sprängbomb" stands for. The Swedish designation for general purpose bomb is "Minbomb" something the Viggen never got because of budget cuts. If one looks into the history of the Viggen project it got so expensive major features had to be abandoned or left un-upgraded throughout it's lifetime. The Viggen version that got the most love was the fighter variant. The A32A lansen the Viggens predecessor was a transonic and had all kinds of bombs but they where mostly old designs that wouldn't work on a Mach 2 aircraft like the Viggen. The only things that was inherited where the m/61 high explosive bombs in some capacity (the fuzes on the m/71 say m/61 so i suspect it's a rebuild of some kind) and the Illumination bombs. Oh and the RB04 but that was heavilly modified with a shorter wingspan and a modern seeker. A secondary reason the Viggen never got heavier bombs is that so few where aquired that the mission to support the army in the north where abandoned and the sole focus being directed against a coastal invasion. The A32A's rockets where carried over by the J35 Draken and Sk60 light attack aircraft though.
