You need to start a harm if PGM1 or 2. When you started, you had PGM4. To improve the PGM, you need to rotate 45-90 degrees from the target on either side and turn back to the target a few seconds later. If PGM is still high, repeat in the opposite direction. And sorry for my English. I use a translator)

so basically the lower the PGM level is, the better tracking the HARM has.(if your are sharing data link with your wingmen and they have the harm pod, it will speed up this process as well.) you also normally wont want to release a harm below Mach 1 but hey it is just a game, and when you're dogging SAM's at the same time shit happens.
