Debate: Should Ukraine Get Russia’s Frozen Assets? Larry Summers vs. Benn Steil

After the Russian invasion of Ukraine, a series of economic sanctions were imposed on Russia by multiple countries, including the US and the European Union. These sanctions targeted Russian individuals and entities, along with finance, aerospace, and other industry sectors. Consequently, certain assets located abroad were frozen and rendered inaccessible to Russians. While assets are frozen as a punitive or preventive measure to change behavior or deter aggression, there are legal and ethical implications that may unfold if assets are relocated to help Ukraine rebuild. Should they go to Ukraine? Those arguing yes say it would serve as a form of restitution for perceived aggressions and annexations, while also compensating for damages and economic disruptions. Those arguing no say it may overstep the bounds of international law and could set a concerning precedent, which would lead to escalated tensions and retaliatory actions.

Benn is right. Trust is the basis for trade, and the U.S. Empire is demonstrating that it is not trustworthy. It does not respect private property, and does not respect national sovereignty. It's hard to say what, if anything, the U.S. does respect. Benn is wrong, however, to hope for regime-change in Russia. The U.S. Empire is falling, and Russia is not going to come to its rescue. Russia understands that it is on its own, do or die, so it will just stand back and wait for the U.S. bubble to burst.

the idea of dangling them to get russia to reform makes the most sense to me, if you give them nothing to lose they will become another north korea

Russia already has "nothing to lose". The British Empire and its U.S. successor have been seeking the destruction and dismemberment of Russia for over 100 years. That is not going to change. Knowing this, Russia is not likely to take whatever poisonous bait the U.S. Empire dangles before it. Russia values its independence and sovereignty, and is not likely to submit to any "reforms" the U.S. Empire is likely to dictate. Yes, Russia has already become "another North Korea", not by choice but by necessity. Russia, China, Iran, Syria, Venezuela, Cuba, Nicaragua, and Vietnam have all become "North Korea", because it is impossible to cooperate with an empire that will settle for nothing less than total world domination.
