In part two of VICE's investigation into modern-day debtor's prison practices, we explore the phenomenon of private probation companies. To avoid paying for probation services, thousands of courts currently outsource probation to for-profit companies which charge people exorbitant fees for their own probation. Failure to pay is treated as a violation of probation, punishable by jail time, which extorts cash from already-struggling people.

Let me get this straight. A private company is entrusted with the power to send citizens to jail? That has to be the dumbest thing I've heard in a good long while. It's crap, and it shouldn't exist.

Unfortunately that is just the tip of the iceberg. That kind of atrocities happens across the board in the US. The US medical system is also a fantastic web of viciously immoral corruption.

Exploited? Was that what happened to the guy who was an admitted addict who continued breaking the law? All it takes is some sad background music to make all you dummies forget that they are all admitting to crimes.. I grew up in one of these shitholes and I can tell you that 99% of the problem was the people and the only problem was that the police wouldn’t let them commit crimes in the area. Maybe look for a story without admitted criminals... they say shit like “the government railroaded me, I only killed 4 people and they treat me like a criminal” add in some sad music and all of a sudden you’re trying to pay their legal fees and calling police scum.. you and everyone else defending blatant criminals are the worst part of America.

The sad part about the plasma donation part, I used to work at a plasma center, and I can tell you first hand that 90% of the people coming through that door were there because they couldn't make ends meet. They would get 80 dollars a week for 2 donations. These same companies are also in the business of exploiting poor people because each bottle of plasma sells for at least 30 times what they paid the donor. And to make matters worse, they switched to a pre-paid debit card payment where donors could only take specific amounts of money off of it, and if they didn't get it all off in a certain amount of time, it's gone, to the banking system and I'm sure a percentage back to the plasma company. And he's right, donating takes a LOT out of you, roughly a quarter of your bodies hydration. 🤔😠 We as a people have to stand up against this insanity. Don't see colors see faces, don't see bias news reports see humans. We all need the same thing, let us try and share in that experience, not divide amongst ourselves, for that is what they want.

Wow. Tbh I just started donating at a plasma center called CSL. At first I recieved $290 total for my first 5 donations but now its $58 dollars a week. Sometimes thiers bonuses. Like on the 8th time you get $80 to $100 plus the $33. Ik the mantra is were saving lives but I still believed it is business. What you said just confirmed my suspicions.

It's this guy in complex I would take to donate plasma and he'd go to different ones to get by the however many times a week limit. One time I took him he called back in 15 minutes because he was having a reaction because he was giving so much. He life was in danger but he sad because he felt he needed that money so bad smh

Catastrophe218 damn your post brings back some memories. A couple of years ago I used to donate plasma and what you say is very accurate. When you get your prepaid card and the money is loaded in, after paying the atm fee, in most cases you can only pull out 20-60 dollars depending how that remuneration works. If you swipe the card to buy something it was $0.60 for every transaction. When I used to donate, it was $20 the first time and $40. I would wait until after my second donation and then pull out $60 cash from the atm because that’s all I could pull out. Most people there were donating because they were trying to make ends meet. I was flat broke at the time, was struggling to find a job (and I’m an engineer). I was really depressed back then. The smell of the facility and the general environment was depressing. Going through that did a number on my self confidence because I went to school, even got a master’s degree in engineering but yet I was treated like shit at the few facilities I went to because I was perceived as less than. I never thought I would find myself in such a situation. I have since been able to find a job in my field of study and I am in a much much better place now financially and other wise. $80 won’t make any dent in my bank account and I thank God for this privilege. I truly feel bad for those who have been reduced to selling their plasma just to eat. They have my sympathy. This country is broken in all sorts of manner and I just don’t know long it will take before people begin to demand for massive overhaul of “the systems”

@@vjay6667 This is so sad. I know about systemic poverty and systemic racism, racketeering by public officials, profiteering by prison and probation system owners... (many of them tied to politicians, usually republicans) ... but I did know all the caveats of plasma donations... Most people do not realize HOW EASY is to fall through the cracks of the system. I could not pursue graduate studies in the USA because I was terrified of being in debt the rest of my life and be pushed to situations like this. I'm not much better off now... THAT'S WHY WE NEED TO GO VOTE THIS CREEP OUT! Not that under Obama was exactly good (the system is broken) but this creep is 100 times worse.

The US DOJ three days ago said to do away with "For Profit Prisons" in their Federal population and the two companies trading in them: CCA (Corporate Corrections of America) and Geo Group took upward of 50% stock plunge. Assurance that Trump would be our next dictator sent them soaring again.

I paid over 11 thousand. Owed 500 paid it & completely owed nothing and probation had already ended. Sent to jail anyhow after last payment. I do believe this for profit organizations should be abolished.

I live in Augusta Georgia and Tom Barrett and I have been friends for nearly 30 years. I too was on probation with sentinel at one time for misdemeanor traffic charges and they are fucking insane. I’m thankful that in 2009 I was able to pay a lump sum of $2000 and be done with those idiots. I haven’t seen Tom in awhile now but I saw his two sons in March at a funeral of a mutual friend of ours and I think he’s ok but probably still struggling his way through life. I can’t believe I ran across this video so random like. I’m going to do my best to get in touch with him.

They outlawed that years ago because addicts came by the hundreds, contaminating the supply. The guy was selling plasma which is significantly less contaminating and legal. Nonetheless, it's vampire in disguise because they didn't return his unused part. .

@@karimah8687 In Oregon they are usually at least 40-50 per donation. 30 is so low even for 10 years ago. Although if it has to go through a third party private probation first I bet they take some profit off the top for themselves so it would be like 30 bucks which is 240 a month 2x a week.

This is my city. Thank you guys for making this documentary Sentinel has since been kicked out and now that the city has taken over the misdemeanor probation services it's been awesome. I no longer feel dread and disparity everyday

Also, when a company says they can't talk to the press and have had problems with the press in the past, then that shows they are on the wrong side of the issue. That means that they know they are bad actors, they know what there doing is immoral, and they know to cower away from any sort of accountability from the press. I was hoping they would include fathers whom are broke/poor and cannot pay child support, so they get arrested, and loose their jobs as well. It is a very very rampant issue. It makes no sense to arrest someone who can barely make enough money to pay bills, only for them to loose their income source in the midst.

The courts already scale payments to your income. I had a kid when i was young and stupid. I never recieved a dime of child support and he never went to prison. Please save it. Your orgasm causes pregnancy. You can control where and how you orgasm. The fact that that one thing is too much to ask men to have responsibility for in preventing pregnancy, is too much, says everything! As of right now, it all falls on the woman before hand. You can file for shared custody and do half of the child rearing if you do not want to pay child support. But I'm assuming that's too much too right? Then you'd have to pay for childcare too just like she does. Just sit the fuck down.

I am 45 years old , when I was a kid there was a big paranoia about Communism in popular culture and in our school lessons . They told us that in Russia the cops were corrupt , the courts were unjust and always only for law enforcement , citizens would be enlisted to spy on neighbors because of bullshit lies told to them from cops , people murdered by the government....and now look.....wake up America , stop worrying over terrorists from other countries and realize we are rotting from the inside !!!!

@@PlaySA Actually horrible things happened in Pennsylvania with the underage reformatories and probation system for minors. Judges were fired... they were getting money under the table to send minors to prison for small misdemeanors, no option to probation, to fill in the new prison. Terrible. And in NYC, probation officers were raping their charge. Oh yes, It happens all over the country.

I've been there. Suddenly in the great recession I was broke. I lost my job and the divorce didn't help. Suddenly I couldn't afford a lawyer or the fees. I got into this cycle. I was 40 years old and never had issues before, drove new cars and lived in a nice house. You realize that this system is a trap. I couldn't get out. The people employed by the state to collect, are very hostile and very unforgiving, and only know how to make threats even when you are being reasonable and cooperating. In the end I eventually cashed in part of my 401k retirement and paid the lawyers and the penalties to escape, and avoid going to jail which would have meant unemployment. I was unemployed for 11 months. I had a steady decent job before and since. This cost tens of thousands of dollars. I have recovered, but my retirement is small and I still owe back taxes from the cash out. This could happen to anyone if the right circumstances happen in your life. It's scheme meant to trap you when you can least afford it. You might think you are above this but you aren't if the right circumstances occur you will be caught in this hamster wheel of the state.

Rex Richardson that's nonsense. My father is rich (hard-working workaholic alcoholic) and I grew up wealthy. So many things were given to us just for being wealthy. Many parties and events that resulted in advancement opportunities we attended free of charge. Now I'm married to a middle class hard worker and it's clear that we still have an advantage bc of my resources. It's not as simple as choice. For me it's inherited and taught, and it's not fair. These ppl need help

My oldest Son is Autistic and suffers from other mental disabilities as well. Last year he was on the school bus being transported to his Emotionally Impaired classroom when another Emotionally Impaired female student offered him liquor. My Son took a sip and immediately upon arriving at school was pulled out of class and told to give a breathalyzer test to test his blood alcohol content. He tested 0.00! Not too long after this incident we received a court date in the mail. I took him to his court hearing, advised him to plead not guilty in which he was so confused by the Judges words that he literally plead to EVERYTHING the Judge informed him he could plead to as he did NOT understand a word of what the Judge was saying. We left the hearing with a new court date. I took him to the 2nd court hearing where he was called out of where we were waiting in the hallway in front of the Judge's chambers and into the Prosecuting Attorney's Office. The PA said that he recommended my Son take a guilty plea and with that guilty plea.......IF he came back in 6 months and had NOT had ANY additional charges brought against him that he could have it removed from his record. I advised my Son to just plea guilty at this point because when I brought up the negative breathalyzer test the PA said "we have it on camera so he's going to be charged as guilty IF he does NOT enter a guilty plea" I begged the PA to ask the Judge to consider the students involved's mental disabilities and the fact that they were on a special education bus being transported to an emotionally impaired classroom. The PA wouldn't entertain my plea so this is why I advised my Son to enter a guilty plea and we'd pay the fine and be on with our lives.......... IF ONLY IT WERE THAT SIMPLE!!!! The Judge STILL did the stupid come back in 6 months and IF you haven't received ANY additional charges......it will be taken off of your record and PAY A $350.00 FINE!!! I STILL CANNOT BELIEVE THAT THIS IS LEGAL!!!!!!!!! Now where will my Emotionally Impaired Son find $350.00????????? His rent is $450, he splits his cable with 2 roommates making his cable, internet & phone bill just $68.00, I give him $20 per week spending $ and that's almost his entire social security check! And Lord forbid my Son NEED something else!!! I HAVE TO PAY FOR THAT SOMETHING ELSE!!!!!! So my Son did NOT have his entire fine paid off at the 6 month mark EVEN THOUGH HE GAVE THE CORTA ALL OF HIS $ THAT HE RECEIVED FROM HIS LOVED 1's FOR GRADUATING HIGH SCHOOL IN ORDER TO BE FREE!!!!!! IT STILL WAS NOT EVEN CLOSE TO THE $350.00 HE NOW OWES THE COURTS!!!!!!' So.......I paid extra on his rent EVERY MONTH and next month/December of 2017 I will pay off the remainder of his fines in order for my Son's now warrant to be dismissed........... THIS IS A DISGRACE AND THE COURTS ARE ROBBING PETER TO PAY PAUL AS ALMOST ALL OF THE PEOPLE FORCED TO WAIT IN LINE ON THE 3rd OF EVERY MONTH TO PAY THESE FINES RECEIVE SOCIAL SECURITY!!!!!!!!!!!!! It seems morally wrong!!!!

Because middle class people who aren't already struggling to support themselves have no sympathy for those that are. "if you don't wanna do the time, don't do the crime". True story, that's actually what I was told. The fact that the crime was not mowing my grass because I was working daylight to dark 6 days a week to support my family?? Irrelevant. A $50 ticket ended up turning into over $1000 in fines and almost 36 hours behind bars for non payment. It's insanity.

I was hoping they would include fathers whom are broke/poor and cannot pay child support, so they get arrested, and loose their jobs as well. It is a very very rampant issue. It makes no sense to arrest someone who can barely make enough money to pay bills, only for them to loose their income source in the midst.

Alot of the military budget is derived from courts profiteering off of guilty convictions. Once hypothecated, a felony convictions court bonds are sold as mutual funds for up to 40 million, mostly to foreign investors.

it IS criminal. It's written into the bill of rights that the government cannot demand more than a citizen can reasonably pay. And most certainly they can't hold a person indefinitely for being unable to pay a debt. Monetary penalty is intended to be in lue of a prison sentence. Not become directly tied to one. Unfortunately even if the Supreme court wanted to take this case they're having their own problems being short a justice.

Ive never been in trouble with the law though I have been poor from declining health. The poorer you get, the more vulnerable you become to a temrndously greedy system. Even if you go down the traditional path of School then University most people don't get jobs relating to their degree because of how bad the market is and they end up working low paying jobs, degrees themselves are losing their value. Which means you can't pay off your student debt. As for starting a Business. For every successful one there have been hundreds that failed. Self employment is the only real profitable thing nowadays. It's getting more expensive to live and there's not enough jobs to go around.

@@blackham7 A lot of people get degrees that are totally useless. Years ago I knew a gut who went to take a 2 year degree in ancient European history, what good is that degree ? Unless he gets a job relating to history. People should take a look at the career they are choosing to go into. When I went to community college there was 3 students in my graduating class. The one big shortage out there is in the building trades, for so many years they were pushing computers, there are so many computer techs now, that there value in the market place is much lower. There is a huge shortage of nurse, there is always a huge demand for truck drivers. There is tons of work out there, people just don't have the skills required. What happens now is technology is eliminating many service jobs. Such as bank tellars, cashiers, gas attendants, you just have to adapt and for see the changes.

Regulations, Codes, Statutes, and other rules which try to tell people how to live are the root of the problem. If you are not hurting someone or taking their possessions no crime has been committed. Probation offices, public or private, are downstream of the issue. No one should be harassed by government for these issues in the first place. If we want freedom we must push back on the government that wants to run our lives and steal our livelihood by supporting itself with this racket. Abolish the rules or better yet 95-99% of government and the problem will take care of itself.
