Decoupling included in the IC itself is intended to compensate for the lead-inductance of the power pins and in no way is a substitute for caps on or in the PCB.

Doesn't the inclusion of decoupling caps in ICs cause problems with antiresonance peaks, unless the capacitance is standardised? Moreover, it seems that decoupling capacitors should be matched with narrow tolerances and thermally coupled in order to minimise antiresonance peaks?

+tues Not really. As long as the peaks are below the target impedance it doesn't matter. Also having on die chip caps shortens the distance between the load and the cap which is really important for high frequency switching applications. Chip manufacturers are also able to make these on die caps with low ESR and ESL which also helps to dampen the anti-resonance peaks.

The Anti-resonance peaks are not an issue because the ESR of the caps removes them. You only really see them if you are simulating with ideal caps (ESR=0). That being said, there can be a resonant tank circuit created with caps on the IC, caps on the PCB, and the lead inductance between them. This is a very difficult thing to get rid of, and the usual solution is to use a LOT of different cap values on the PCB-- more than 10. This is documented in various books by Eric Bogatin.
