I'm confused about the decrease. Is it skip the last granny cluster and dc in to the last dc space. Which space do we actually crochet into?

I'm a little confused because what you do in the video doesn't seem to be what the pattern actually says. It says chain two and never talks about skipping a space. But it does say to stop one space early on the next row. You chained three and skipped a space here. Do you have any way of clarifying for me?
