The thing about Gramsci is that he suffered more than merely being stuck in a prison for ten years. He got really, really badly sick. He developed conditions which were treatable, but he was denied such treatments by the fascist government. He needs time to recover in-game not because he was a long-time prisoner (though that is a part of it), but because his health was deteriorating to the point where he would eventually become incapable of moving his body. IRL he died in late April of 1937.

Isn't going for encirclements in a civil war kind of detrimental long term? Aren't the opposing troops left at the end returned to the manpower pool and equipment to stockpile.

the top three foci do not determine the political path. you can pick any of the top ones with any of the paths (socialist, mussolini or opposition), so It really does not change anything and there is not really a good reason to take all the foci unlocked. The political paths are mutually exclusive separately

Fun fact, Mussolini was a stout supporter of socialism, that is until WW1 when he realised that through war, he could spread socialism (he was a pacifist so this 180 made his party kick him out) he then made the fascist party which came up with unity under nationality rather than class.
