It's just illegal to live in an RV in lot of areas, usually big cities. That's called zoning law. You have to abide by law, if you are in US.

It's because RVs cannot be a residence by legal definition because a house has to be a fixed structure, it can't just run around wherever they want. It creates a lot of legal issues like fire hazard safety, it's not good for children born under RV environment and brought up in such circumstances, not being able to identify the location of exactly his residence for all legalities like tax, welfare, ID, etc. And plus when it's on residential area, neighbors clearly won't like that either, just having an RV in an empty space in midst of all the houses near by, because it's awkward and it looks like a ghetto.

Usually the person next door. Some people thinks you are devaluing their property by not developing yours. Not developing to making a good enough scenery for them. I had built a home in Guatemala and there were rules and codes also but someone can burn trash for you to breath all day and night without restrictions as long as it's on their land and a guy had a chicken farm bringing flies and a bad smell to the entire community which took years to finally address. Living with strict code enforcement like in the US has advantages even though it may limit certain freedom.
