I have always understood that Civil Nuclear Powers primary purpose from the perspective of those who developed Nuclear Weapons in the first instance was to provide both materials for weapons and cover for the Nuclear Enterprise. Just as Space Exploration is a cover for developing intercontinental ballistic missiles.
