I think you get it from the seasonal stuff with failsafe in the H.E.L.M.

I'm pretty sure the arms are Road Complex AA1. It was a random trash legendary set from years ago, but it looks so cool I use it as an ornament.

hunter arms are sworfight 4.1 from crucible, chest is from the parade set which is from onslaught i believe; head is exotic ornament; cloak is seasonal item. idk about the legs
