You don't need some obscure wiki to recognize the traits of one of the most popular characters from one of the most influential anime series of all time. Pointy backward-pointing hair, beak-like nose, rivalry with the hero (if you consider Gordon as "the hero" of his own plotline), the fact that he's a freaking cyborg with jet boots... It's kinda obvious. And then there's the Accelerator item. "Why teeth?" Because 009 had an Accelerator in his teeth, that's why.

Kurtis is obviously inspired by 002 from Cyborg 009.
