Hello sir, this heat sealing technique we use for only TPU fabric, BUT joining PVC FABRIC is possible from this same heat sealing technique?

is it necessary to put the tpu side from the top piece to the tpu side of the botton piece? or does it also stick with the tpu side to the non tpu side?

It only permanently sticks TPU to TPU, but you can get a weak bond to the fabric side as well.
