Agreed. They really should have put it a bit further towards the back of our house which would have put it in line with a closet. The plumber clearly took the easy/cheap way out, though.

Not a stupid question at all! Most likely you don't need to put the styrofoam covers on if you have frost free spigots but there's a couple of exceptions I would consider. If you live far north where it can get well below freezing for extended periods (like below 0°F for days/weeks at a time), I would still put one on. In that case, the metal of the spigot itself can transfer the cold deep inside the wall/pipes. The other case is if your house is very old or poorly insulated.
