Power is calculable, it is defined as E/t (watts), where E is energy (joules) and t is time (seconds). Even if we tested every human being ever born on Earth, an IQ could not be reached, as that would be conflicting with the way IQ is measured, being ultimately nonsensical. I'd recommend you to look more in depth about standard deviations and how IQ works.
