No, they didn't. What you're looking at is the result of a "mitigation effort". The powers that be decided to build a berm crossing the interstate (directly underneath that overpass). That re-routed flood waters over the road and into the McCook Lake neighborhood. What happened there was a man-made disaster. Get out the checkbooks, South Dakota/Union county. Or see you in court.

McCook Lake isn't in a flood zone. This was a man-made event.
