Questions have always been asked around the requirement to carry out a tightness test or service when completing a CP12 / LGSR (landlord gas safety record). Many engineers argue that tightness testing is a vital step in assuring that the property is safe for tenants to reside in.
This video was created with the sole purpose of dispelling any myths around the legal requirements of an engineer when completing an LGSR by referencing industry documents detailing the legal requirements placed on a landlord and what engineers must be aware of when working alongside landlords.
Technical Bulletin 55 is a document that outlines a landlord’s duties regarding gas. It provides definition between the different types of checks / maintenance that the landlord must ensure are carried out in order to comply with their duties.
More specifically, the document separates the duties into two identifiable tasks.
Safety inspection
The landlord must ensure that every appliance that the landlord owns, for use by the tenant within the premises, is inspected and tested for safety every 12 months. While the tenants' own appliances do not need to be included on an LGSR, any flue serving a tenant’s appliance should be inspected / tested to ensure that it is fit for purpose. This isn’t specifically covered under the GSIUR however it is covered under other regulations specifically relating to the building fabric.
Tenant's own appliances can be included on a LGSR if agreed with the landlord.
Servicing and tightness testing are not included in the scope of a CP12 / LGSR. The safety inspection should include full 26.9 checks on all relevant gas appliances for which the landlord is responsible.
Ongoing effective maintenance
As well as a safety inspection, the landlord has a responsibility to provide ongoing effective maintenance on the appliances and wider gas system/carcass. This would include maintenance of pipework and servicing of appliances in line with the manufacturer’s instructions. While many landlords may opt to have this maintenance carried out at the same time as the LGSR (as is advised by gas safe), the two duties are in fact separate from each other.

Always do a tightness test despite being told it's not necessary. Only takes a few minutes and you'd look a twat if following a G.S.C. a gas leak happens. It's also on the certificate.

Absolutely agree mate. It should be a legal requirement that a TT MUST be carried out on every CP12. Madness that it isn’t.

as he said do two certs, 1 is a safety check which u do not need to do tightness test, Minor service with a tightness test

It’s impossible to do a gas safe (cp12) without a tightness test , weather it’s a requirement or not , I wouldn’t be happy walking away without doing this , definitely up sell a service tho

The fact that gas appliances and pipework owned by the landlord are part of the gas installation in the rented property, should require a tightness test.

I can not believe that tightness test is not part of gas safety inspection. It has to be compulsory. When I do a gas safety inspection the very first thing I do is let by and tightness test after that standing pressure. After that I carry on with gas rates for each appliance inlet/working pressure on boilers and after that flue gas analyses and air integrity. Yes I charge customers but I do it properly. If you don’t do a tightness there might a gas leak in the property with no smell of gas but you never going to know that unless you do a tightness test.

How could any self respecting engineer carry out a gas safety inspection and not do a tightness test , takes a couple of minutes and you want to charge extra to do that. its an excuse for lazy attitudes for people going through the motions but not wanting to find any actual problems

Mate it’s not being lazy - it’s the law! If you do something that you’re not being paid to do you are working outside of your agreement / contract. I’m totally with you in that it makes sense and frankly the law should be changed but until it is, you’d be mad to do a test that you’ve not been asked to do.

@@dannyarcher thanks Danny , but how can it be against the law do carry out a best practice policy and do a check for a possible gas leak at a customers property.

@@georgerobinson576 because best policy and practice doesn’t ‘beat’ legislated law - plus it’s not against the law to do the test - it’s just what happens with the result and whether you were asked to do it. It comes up all the time mate. The fact is it just isn’t a legal requirement to do it. I can’t recall the name but there was a case where an old school gas fitter said ‘sod that I’m doing one because it’s best practice’ and found a non permissible drop. He then capped the meter. The landlord argued that the gas fitter had carried out a test that he was NOT legally required or requested to have done. The fitter had to pay for the entire costs of correcting the system. The way around it mate is to give the landlords the choice and make sure it’s in writing. If they say no then don’t do one. Have a look on the bottom of a GSR CP12 pad and check what options you have (bottom left) where it says ‘outcome of gas tightness test - PASS/FAIL/NA’ That’s why the NA is there. Personally I think the law should change to include it because it’s just madness as it stands - unless someone can tell me why it’s like that I honestly have no idea.

Anyone who told me they were charging extra to do a tightness test would get the boot. I speak as both retired gas engineer and landlord. An agency manages my property and I just know that whoever does my LLGSC does the bare minimum. You can tell from the unreadable scribble that passes for a certificate and the information that is NOT included on it. It's legal, but I'm not happy about it. It's only a combi and a gas hob so not exactly strenuous. Somewhere along the line I'm old fashioned enough to have been taught to provide a service to customers, and not just do the gas analyser five minute dash for cash. I am about to engage the boiler manufacturer to do a full strip down service. Yes it will cost a pretty penny, but I'm not sure who else I can trust to do it properly.

The people that right this stuff. A gas safety inspection which does not check for gas leaks. Honestly. If I didn't know better i would say that were all penpushers

Every gas safety check should include tightness, how can gas be safe if its leaking, what is the point of gas college and gas safe if you don't do tightness just send anybody, christ almighty this has ruined my saturday night
