Did they ever cleared Arthur Fowler's name?

Yes they did - and he was out in May 1996 for all of a few days before he died of a brain haemorrhage after he received a blow in prison. The reality was that Bill Treacher who played him became fed up with him - but didn't ask for Arthur to be killed off. For what it's worth, that was the last time I watched EastEnders on a regular basis.
