The Russian government, along with many universities, provides scholarships to attract and support international students. In 2023 about 30,000 scholarships have been awarded to foreign citizens for free education. Competitive selection for free education within the quota is organized by representations of Rossotrudnichestvo. This scholarship program supports students at various levels, including specialization, undergraduate, master's, and doctoral studies.

You can apply; he meant its expiry date should be 18 months from the date you are applying. Since u have recently got it , it would have at least 5 years or 10 years of validity

Might be it was closed in your country but for citizens of Pakistan its currently open from 1 September to 1 November 2023.
