not really, voldemort could easily change his looks with magic. most likely he looked the way he did because thats what he wanted. if he didnt want people to recognize him, he would put on a disguise. although its more likely he would make someone else do the dirty work for him, petty theft is not really the kind of stuff he concerns himself with. oh, and obviously voldemort died 20 years ago, so he probably was not around to get involved.
