I'm pretty sure it's a Line 6 DL4 Delay pedal. He used that for the outro reversed lead part in Pretty (Ugly Before) and what he's playing in the video sounds like it has the same effect

In this performance and for a lot of the Figure 8 Tour it is: Sam Coomes (Bass & Backing Vox) Scott McPherson (Drums) Aaron Embry (Guitar & Keys) Sam Coomes was in a band called Quasi that are still around and Elliott loved, and also supported him between 1998-1999 for Elliott's live show as his band. Sam also became the bassist for Heatmiser (Elliott's old band) in 1994. Scott McPherson, after touring with Elliott he played drums live for bands such as Bright Eyes and Beck, and Aaron Embry has released material as a solo artist.
