10000 combinations is correct if you are selecting between 0-9 for each digit and allow repeats. Since they had the 4 possible numbers it is only 24 combinations.

For the combination lock possibilities: if you know which numbers are used and are guessing the order you use 4 x 3 x 2 x 1 = 24. if you are guessing the numbers, there are ten possibilities (0-9) for each of the four digits in the sequence so you use 10 x 10 x 10 x 10 = 10,000

It's 10,000 combinations without knowing what the 4 numbers are, because it'd be 10 to the 4th power. When you know what the 4 numbers are, it's 4 factorial.
