I think he was warning Suge in that line after Em mentioned him earlier on. On top of that he hated Suge and wanted to go after him for what he was doing to Dr Dre. Dre said no. He mentions this in "Toy Soldiers".

You gotta have mad respect for Em too because he backs up his words. At the VMAs Eminem and his crew bumped into Suge and his crew and Shady didn’t back down is what I hear, threw up his hands and everything. Most rappers were real scared of Suge back then but the “white boy” didn’t back down is what everybody who saw it happen says.
