But I assume schools may have dress codes, and they do live in NY if I remember correctly. The nanny had permission to dislipline and order them about so she did have a right and she probably cared for the children more than their parents. Idk I don't recall seeing many episodes where the parents actually interact with the children. So 15-17 or not, she's still a child and should listen to her guardian.

She wasn’t being punished for trying to express herself. I believe it was because Emma was only 13-14 around that time and she didn’t want Emma to grow up to fast or try to be like everyone else. And Jessie probably just felt like it wasn’t appropriate for an 13-14 year old. Which I know it’s not really a big deal but I think she just didn’t feel like Emma was being true to herself and didn’t like that she was wearing less at such an young age? I mean, I don’t know how I feel about the outfit but I understand Jessie’s point in ways.
