But how did Chas know Lisa was telling the truth. I know she actually was telling the truth but people need to stop acting like false allegations dont happen. In reality Chas could not possibly know weather she was raped or not.

Not really. He obviously believed Lisa deep down, but professionally, with no proof, he had to at least appear to allow for the possibility Derek may be telling the truth.
