To a degree he got it in the Arkham knight dlc. Nora finally freed from her cryopod she tells Freeze that she just wants to live even if it kills her. They sail off and Batman stops tracking them. It’s bittersweet. Nora will die but accepts it and instead enjoys what’s left of her life with freeze. Freeze however will likely kill himself without Nora around. In the Arkham games though I feel freeze repeatedly is shown to only do what he does for Nora, and is more than willing to work with Batman if it helps him towards that end

There are many villains who are not pure evil and in the end ended as heroes/anti-heroes like Gundy, Bane, Harley, Ivy, Plastic Man and I bet some more.
