HOW IS TALENT SCORED?
There are 4 main parameters that affect Talent Priority Score:
1. Improvement. How much benefit you gain from purchasing this talent. The benefit is seen in collective scope rather than in individual scope.
2. Authenticity. Talent's influence within meta gameplay.
3. Relevance. How often this Talent is used within unit's niche.
4. NP Cost. Is it Talent worth for their NP Cost.
WHAT DO THOSE SCORES MEAN?
5 - Highest Priority. This Talent what molds current meta gameplay and often become core on many strategy build. Must-buy Talent.
4 - High Priority. This Talent significantly improves unit's performance, but not as demanding as Talent in above score.
3 - Medium Priority. This Talent generally benefits to the unit. But the ability itself is either optional or only needed on later part of the game.
2 - Low Priority. This Talent doesn't stand out much mostly because it is rather situational or has better replacement over them.
1 - Lowest Priority. This Talent is only useful on very specific situation or gives too little benefit that doesn't justify their cost.
0 - DO NOT UNLOCK. This Talent either gives zero improvement or straight up nerf units.

Well, think like this. Dragon Emperors is like an organization. The founder doesn't necessarily have to be the original dragon.

If he gets an ultra form he should be given behemoth slayer, with dodge chance is increased to 30%. They should also give him something to increase his overall damage output like savage blows or strengthen and maybe even a new trait target.

All he needs now is UT that are surge immunity, floating targeting and a special bslayer that is 1.5x dmg, .4x dmg taken, and a 15% chance to dodge for 2s (dodge effect could change if it is unbalanced). This is to counter his brother, the floating targeting is self explanatory, the surge immunity is more to counter zenry and hazu, and the bslayer is made to make him not too strong but better, the hp boost would cause him to be able to have similar hp to his brother, and the dodge chance would be happening ~6 hits (same number of knock backs) and would last for a majority of his foreswing. Maybe it could also be an UF that had those 3 and gave him a guaranteed low level mini-surge to increase the duration of the weaken w/o it increasing the dmg done to his brother but that would increase his already high dmg, so maybe not.

I feel like the best thing they could do for his ultra form is to follow through on the lore and have him be "Bane of Behemoth" and give him a boosted behemoth slayer like a few other behemoth slayers got
