Given he wasn't a spy and he had something the Russians wanted, perhaps International Law needs a revision. Or local laws in tegard to fraud, corruption amd human rights infringements (to mirror the Magnitsky Act, as it where). Or the entitlement to human rights protection for foreign residents. Or Foreign Ministries and Embassies the world over could unite against the mere act of hostage taking, given the often fatal failure of negotiations freeing such individuals in a timely manner, and conscience keepers. With the conditions for such release only known to a handful of "powerful" and individuals with clarity of vision, as it turns out Ethical Leadership is paramount🙏
