Its clear the worthiness of being the king of Asgard, which is the condition for lifting the hammer, is being ready to sacrifice yourself for others. In Thor 1 Thor became worthy after he sacrificed himself for Jane and her family. Since Loki essentially sacrificed his existence so every timeline can live, i bet there is no choice more selfless and therefore would make him worthy.
