Im pretty sure he's yapping because one thing I know for sure from research is that people in gaza, at min 50% but likely much higher percentage, support Hamas. To be fair, it was weird that Joe didn't understand that Hamas is in control of this place as he kept asking the same line of question over and over. They literally ARE THE GOVERNMENT. So it's not hard to understand how they would interfere and keep a lot of the money that was intended to improve the lives of the Palestinian people. Same as Africa and other places. One million dollars allocated (or donated)...and in the end, the citizens (or the systems/infrastructure that directly benefit them) receive $100k if they're lucky.
