Yes it can. I launched games off this in some other reviews in the background

if my laptop has DP via USB-C, will it work if I plug it in then plug to it's HDMI?

Yes you can use either or. For example my legion laptop can do display over USB see, or display over HDMI. You can actually do them both at the same time

Would a steam deck be able to read the nvme drive if installed in this hub?

Absolutely it can. The dock can supply power too.

This one worked really well. The ethernet and all the ports are nice and quick. It might me on Amazon UK (or of course their website). Im not affiliated but im sure you can snag one of one of the sites. ive found some brands have these but the ports disconnect a lot. i havent had issues with this one so far
