When I was younger me and my mom were approached by a homeless guy in front of a supermarket. He asked for food. My mom, knowing how they scam you on the street, said she can go inside and buy him something and what he wanted. The guy was super thankful and said he was happy with anything. My mom went in and bought him stuff that would keep him fed for a few days without going bad and some stuff like ham and bread. The guy was so happy, kept thanking her. It was during a winter in Poland and winters there are known for being deadly to homeless people, so it feels nice knowing someone helped him. When a homeless person asks you for food, just ask if they want food and are willing to wait for you while you get it. It'll be pretty obvious when they'll be after money for alcohol/drugs.

Years ago at a store I worked at, this dude comes in and didn't directly ask for money but said he would do anything we needed at the store like cleaning, tanking out the trash, etc as long as we could pay him some cash. My manager (a really great guy) explained he couldn't do that for insurance reasons.
