no, i think the joke was that republicans are racist. i say this because of the way the joke was set up and that not in a million years would any audiance somehow go through the mental gymnastics to come to this conclusion. youd think they would make somewhat of a refrence to war, injury, or even the viatnamese if they wanted the message to be about his imjury but they didint even do that. although they did point out that they were "medeling republicans" which, conntected to the fact rebulicans have a widely known history with racial discrimination as of lately with the controversal phrase "make america great again" as well as the fact that all of the harlem globe trotters were in fact of african american descent, in a comedical standpoint it would make sense to make jhon mcain neverously and dismissivley refuse the handshake in a way that a closeted racist would act.
