There is a top speed for a boat on blue ice, it generally tops at around 66 blocks per second. However, in general, there is a max player speed of 320 blocks per second because the game is not able to load terrain faster than this speed. Faster travel can be achieved using other methods, however these are much more complicated and have only become more difficult as mojangs updates to the game have made it less optimized. It is worth noting that the 320 blocks per second barrier exists only for players and not other entities such as ender pearls. With mechanisms in place to load the game outside of player loaded area these entities can be transported almost instantaneously.

If we actually do the math considering every block is 1m we get that the underwater way is as fast as a Bugatti. But the incredible part is that with the trident you go almost as fast as a fighter plane. Poseidon had the answer all along.

Not useful enough since we make the travel stations in nether. No water means no Riptide or dolphin tunnels. Blue ice highways are better option there

So blue ice boat is in fact the fastest method of transport then got it. (The other two require water to work and nether multiplies by 8x so its more like 568 top speed instead of 71.)

If you repeatedly have to travel from said point ‘A’ to point ‘B’ and return back to point of origin, then making a system to decrease intermittent time is advantageous. So yah ma dude, if you just have to divert off of common path (which is not an anomaly in your circumstance), then running barefoot is indisputably more efficient.

The boat on blue ice is much faster when it's in Nether. 71 x 8 = 568 (This is average top speed) But it's too expensive, just use packed ice

It isn't that hard to make an ice farm now though. Just make some infinite pools with a checkerboard of waterlogged blocks, and add some pistons if you want it to queue up ice. You can even boost the efficiency by keeping a fully automated farm and captive traders with ice and crop trades, and using trading to keep your pickaxe repaired. When you need to cross vast distances, that blue ice is well worth it.

Riptide 255 accessible only via commands is my answer. Not exactly the fastest but definitely the funniest and the most insane. Try it out, you'll have immense fun by travelling at nearly 2500 Blocks per second (watch out for quite powerful kinetic energy, though)! If you are talking solely survival, then probably an ender stasis chamber with a reliable speed of *_INFINITE F**KING BLOCKS PER SECOND, BABY >:D!!!_* Yes it can be used to teleport you five blocks, or 60 Million blocks in about 0.9 seconds. Other potential candidates are TNT Player Launchers and Enderpearl Cannons. Also, a good old Ravager Roar Llama Launcher!

I consider the blue ice boat to be the fastest method, since blue ice can travel about 576 m/s of the Overworld. The reason I say this is because the last two involve rain and water, so they don't work in the Nether. If speed is most essential, then a method not working in the Nether is a huge disadvantage.
