A few minutes after this test completed, it started up again. It was silenced at the beginning of the English voice announcement. Some Modulators used the tsunami warning voice message.
Routine test of one of the AHAB Modulators in Bellingham. Tests consist of the Westminster Chimes followed by voice announcements in both English & Spanish. Routine tests are conducted on the first Monday of the month at noon. There is also a Modulator 6024B at the south end of Bellingham. This was recorded before that one was installed.
This siren is part of the All Hazards Alert Broadcast system that serves coastal cities in the state. The main purpose is to warn of tsunamis, floods, and oil spills.

Routine monthly test of Whatcom County's "AHAB" (All Hazards Alert Broadcast) system. The sirens' main purpose is to warn of tsunamis, oil spills, and floods among other life threatening events. All eight Modulators are tested on the first Monday of each month at noon. Tests consist of the Westminster Chimes followed by the announcement that it is only a test in both English and Spanish.
Announcement (obsolete as of December 2018): "The following is a test of the siren warning system. This is only a test of the siren warning system. Had this been a real emergency, you should tune to your local radio station for further instructions. This was only a test."
Spanish Announcement (obsolete as of December 2018): "La siguiente es una prueba del sistema de advertencia de sirena. Esto es solo una prueba del sistema de advertencia de sirena. Si esto hubiera sido una verdadera emergencia, debería sintonizar su estación de radio local para obtener más instrucciones. Esto fue sólo una prueba."
This siren was installed in December of 2017. The other sirens are located at Blaine, Birch Bay, the Lummi Reservation, Point Roberts, and Sandy Point. Birch Bay and the Lummi Reservation have two sirens. There is also a system of Modulators and one Whelen at the BP Cherry Point Refinery in Arco (Birch Bay), Washington, but it's not connected to this system. The siren at Sandy Point is tested every Monday excluding the first one of the month by the volunteer fire department. Those tests however only consist of the Westminster Chimes. The sirens at the Lummi Reservation, Point Roberts, and Sandy Point are all 6024's and were installed in the mid 2000's.
This is the only (known) active siren in Bellingham. There is a Super Sirex nearby on the courthouse and a Thunderbolt at the Roosevelt Elementary School, but I'm not sure if they're active or not.
