It's more complex of course, Rika is pawn of Bernkastel like Miyo and Satoko (?) were figures of Lambdadelta. In terms of Umineko, Higurashi plot was a game between witches with no victory chances for Bernkastel, in those days simple cat. When she achieved miracle ending (Higurashi 8th arc or season 2 ending IIRC), she became witch of miracles.

Not necessarily IIRC The Rika we see in Higu is not the same Rika that becomes this Bernkastel since the former acheives the miracle in just 50 years (or I guess 100 now), as opposed to this one that was stuck in that hell for 1000 or so years. It's still incredibly sad though.

In Higurashi VN, they said that Rika's consciousness has been split during this process. We could guess that Bernkastel was trapped so long, and took a different way out than Rika. Then a new consciousness from Rika emerge. It is implied that the player in Higurashi is the third consciousness of Rika. So Bernkastel is who Rika would have become if she didn't find any way out for a thousand years.

The official explanation given in canon material is that they are different occurances of the same being. One is trapped for a thousand years and becomes a witch and the other breaks out early and renounces the name of Bernkastel. In case you haven't noticed Bernkastel's entire existance is a literal catbox.

It's technically not confirmed and there are some holes in the connection. But they look the same, Rika has a line referring to herself as bernkastel, and Bern's origin is suspiciously similar to the events of higurashi and this line exists. So we can all assume.
