@mesochace I apologize for my delayed response, and I would agree with you. But that depends on whether there is a fence or not, and where the fence is. That's to say, if there is a fence and the overgrowth is outside of that fence then the owner shouldn't be responsible, maybe the HOA (if there is one). If there is no fence, then the property owners should be responsible. If there is a fence and the easement is inside of the fence, and overgrowth is present, then the property owner should be responsible. Thanks for the comment good sir!

@Echoskope Greetings. Yes, that was exactly the process. A second hole was dug west of the initial damage point and from there new fiber was pulled through the existing hole towards the intercept point. The new fiber was pulled through the conduit by taping the new temp fiber to the pre-existing fiber and using that to fish and pull the new fiber to the intercept point. What the video did not show was the placement of a handhole or vault at the intercept point. At the intercept point the 2 tails were burned and mission accomplished.
