Just putting my own recommendation for sending a scout, which I've had great success with. I send my first scout to Belgium looking only for Goalkeepers for 9 months, great way to not only get a great goalkeeper within the first two reports, but also because you can train 2.5 goalkeepers per week, doing so can really be profitable, especially in lower leagues.

peru has been absolutely amazing for me, did a peterborough united save and got a rm and lm, after around like 7 seasons they were 96 each and bolivia has been amazing

Apparently if ur in a league if u send a scout to the most common nationality in that league it bring back better players and I tried this with Lyon and I got back great youth players

Norway has been op for me this fifa for scouting youth players. I had 3 4star, 4star youth scouts, sent them to Japan, Nigeria and Norway for 9 months, All player types. Found 1 PTBS in Japan, 2 PTBS in Nigeria and 9 PTBS in Norway (which is just ridiculous). I have a norwegian physically strong CDM/CM/CB PTBS, 1.98 cm, high/high WR, 4 star skills 5 star weak foot. He's only 22 and is 95 rated, never trained him either!. Looks like a viking

Ive really hit gold with goalies in the US every single year. Defensively I go with scotland, italy, or germany. they always have good CB/CDM. I went randomly with morocco this year and I got an amazing 96 overall striker and 83 ovr 19 year old winger

I’ve found that Belgium is by far the best country in the game to scout. In every career mode I’ve played in the past three fifas, I’ve found many potential to be special players from Belgium. I found Victor Dupont and Myron Verstraete, two practically identical midfielders with potential to be special (CM/CDM for both ) both with identical work rates and skill moves (High/High, 4WF 4SM for both). Victor was 5’9, Myron was 5’10... I also found a goalkeeper who grew to be a 93 overall

Mexico is surprisingly good when using 5 star scout.

They are really good at updating names, I am playing FIFA 19, had a guy named sepulveda from Brazil who was a winger potential to be special.

Germany and Italy have always produced quality wingers for me and if you want skilled players (3★ or more), try Argentina or Brazil. It has always worked for me. Weirdly enough, I always scout French players (since I play in the Ligue 1) but they always suck lol

Ifyou take your time, you can have great results in England! They all have potential to be special

Finland is great too, i found a LW with a potential of 92-94 and a CDM with a potential of 90-94.

In england with a 3 star expericance and 1 star judgement i found a 4* weak foot and 5* skill LM with very high potential

sorry for blowing up this thread but I LOVE scouting in CM. Just a couple notes for the pedantic (like me): Scouting is always better than buying CM "youth gems", like going on FUT wiz and finding existing players that will grow from low 60s to mid 80s etc. This year Plymouth had ONE LM n no RM ro start so I bought 3 RMs/LM from FUTWiz stats projections etc. Oct 2020 I already have 5 more almost same ratings, younger and growing WAY faster. So spend $ on scouts vs players unless absolute need, such as 1 LM on roster. There is a trend on scouting reports. Generally the very 1st visit is what Id give a B- rating to. maybe one 74-94 guy another 70-94 and 3 OK jokers; if you have exisiting plays found in prev months that 74 would suddenly 77-94. So a decent upping of pot nmaybe anothe rguy or tow to see develop. reload save point n come back, here is the usual reload 2: CRAP. JUST BAD. D. most players like 57-77 pot, 63-88 etc etc reload 3: repeat of reload 3 reload 4: TEASER C+ to B- like a 78-94, 72-94, then jokers. this, to me is bait. reload 5: a tad better than 2 n 3, so like D+ here comes the turn usually 6 or 7 you get your winnings. usually 1 starting pot 84-94, usually a second 80-94 n then 3 74-94ish range. This gets upped when you match position w country (ie phy strong in CD or Finland, GK in Slovenia or Finland, Winger in Mexico, Attacker in Spain etc etc). usually these guys start in the 60s. Though I have a 90-94 pot, not kidding, who is at 48 right now. ummmmmmm....ok? and hes CDM, which tend to grow a bit more slowly (GK are the fastest by far n then ST--but why did they get rid of the old Volley training!!!???!?! STs best friend)

I have a 78 rated 17 year old French gk with 92-94 potential. I also have a 75 rated 16 year old Mexican CB with 93-94 potential. I have another French gk that is 75 rated at 17 with 90-94 potential.

I always send scouts to Bolivia always end up finding gems over there also Canada I do a lot as well

I sent my scout to France and cane pack with a 60 rated potential to be special guy with 5 star weak foot and 5 star skill move

Always find a great winger in Korea. Ironically the ones ive found have been very reminiscent of Heung Min Son. Decent height,fast, Often have have at least a 3* WF and or Skills

Always found out of positioned wingers as fullbacks in Mexico, Scotland & Norway. Most saves I've had at least one fullback with awesome pace & technical ability.

I have also been getting some great talents from Ecuador and especially Finland

I found a player from Romania named Gabriel Cernea, he's a striker, 6 ft 3, 83 physical, Has potential to be special in my Salford City career. Try Romania, best players: Winger, Goalkeeper, Physically Strong (especially CB) or defensive minded (RB).

I found 5 star skill moves and 5 star weak foot striker when scouting Ivory Coast. You can try it out. His potenial only showing great potential though.

I've got a midfielder from Serbia I've trained him a little bit and now he had a 90ovr and he's 18years old. (I've got him when he was 17) I've had a talent from Croatia he started with a 62ovr and 16years. I've trained him to a 85 and then let his potential do the job. I'm in my 4th season and he has a 97ovr.

Found a fantastic ST in Finland: strong, tall and with a rocket of a left foot. In three seasons he became an 86 ovr monster who played in my Man Utd save along with the CR7 regen. His name was Mika Tommi, so I nicknamed him "the Tommi-gun".

I've found godly players from the US such as a 94 potential 6 ft 6 centre back with 70 pace so far still training his pace to make him even quicker he is worth 875k at 17, a 94 potential 84 pace left winger.

stuck w my 3 faithtful countries and doing well so far: GK from Slovenia (FIFA seems to think Oblak represents EVERYONE there so they are a GK factory - case in point my 18yo 80 rated GK. I am in Oct 2020, yr 2 as Plymouth Argyle). I need a couple GKfodder to use for trade bait n to sell off and Slovenia produces! 8/10 so far Cote D'Ivoire - Already a 17 yo RW/LW at 73 w pot to be special (PTBS) , as well as a bunch of RBs/LBs n CDMs w PTBS. Needed wingers for my team (PA starts w just ONE on roster) so I got a bunch from here. CD is actually BEST for physically strong. You will get incredible CBs and STs. Eventually will scout this, prolly spring 2021 (my year 5 Plymouth from 19 I have a 22 yo ST at 94, 2 more younger in mid 80s!) I give them 8/10 so far and my number 1, which so far seems nerfed, but I am going to stay w them Finland. Perpetual 10/10 since 16 or so. Already 17 yo 72 LW PTBS, 2 CDMs w PTBS in upper 60s at 17 & 18 (and why my C D'Ivoire ones dont even make my bench). Loads of CMs n RMs w PTBS. Sadly I play 442 diamond so CMs are mostly worthless to me, but I can make a few quid off of them. Every year I also get mad STs from here as well. so far 8/10 seriously in the past I have gotten PTBS from every position from Finland. During international break its not uncommon for me to have 14-15 of my roster gone to play for Finland bc theyre good enough for me to roster n for them to go far in Euros n WC. Also LOTS of them randomly have boosts, like 5* skills moves, weak foot and H/H rates. Not even joking. Ive tried Sweden n Norway but they are not close. Its like an easter egg FIFA snuck in there....

Germany are also really good. On first scout report I found a player worth 1.3 million

I really wish there was a way to scout 5 star skillers. Got my 5*-5* scout, scouting for "physically strong" players in France. Been doing that reload and get a new monthly scouting update for about 2 hours now. Couldn't find one solid striker. Btw bros, I got 5 midfielders from Switzerland who have "Potential to be special" in my Inter Milan manager career. And 1 striker too. I would suggest scouting there.
