It should be, but we're talking about lower class ships who do a ton of the grunt work, have to deal with a crap ton of these objects all the time and most likely don't want to insult their guests who supposedly treat this "gift" as something sacred. So yeah, it makes sense they'd avoid scanning it or put it upon those in the lower deck to do such mundane tasks.

@@jamestopoleski9255 they also got one behind the US government seat, it even had a battery power source that ended up being changed, by staff who found it when it was removed for cleaning, found a battery and just replaced it, it was there for like 15 years before anyone found it for real

@@jamestopoleski9255 The device was so advanced for it's time that when it was discovered 7 years later they called it "The Thing". Even if they had screened the gift for listening devices they probably would not have found it.

Well, Protostar is a bit of an edge case. But Carlbad is a california class, wouldn't be surprised if it was the first larger ship new captains got to use.

Cali-class ships are a first-posting type ship, it makes sense and is almost cannon that they are the first ship on the ladder upwards.... (edit: to explain... remember the phrase, "you should be on a capital ship by now")

In Season 1 there is an episode with an interrims Captain on the Cerritos. And she went to the Aacademy together with Mariner.

There was also Tryla Scott back in S1 TNG, who was the youngest Captain Starfleet ever produced. Mariner also should've been a Captain by now. The Protostar doesn't count at all, the assigned Captain was Chakotay. And Ramsay was interim Captain of the Cerritos, but she has her own command on the Oakland.
