That's a Federal Signal EQ2B siren. I'm not a huge fan of it, but definitely a very American siren. I think you're thinking of something else.

How come I never really see mount kisco use the roto ray on the tower

Some members of the company were not a fan of it so they would turn it off. They have since replaced that truck and the new truck does not have a roto-ray on it.

I have a queston. Whats the diffrence from tower ladder and ladder tower

A lot of the time, the terms are used interchangeably and most of the time it probably doesn't really matter. But technically, a tower ladder has a boom and a bucket. It may have a ladder on the boom for emergency evacuation of the bucket, however it is not intended for regular climbing. A ladder tower has a fully climbable ladder along with a bucket at the tip.
