On the Plague Mortar, yes, it's ridiculously expensive. For 145 pts you can get a Wolverine Tank, and almost another Plague Lord.

You're correct, every model in a unit fights in melee, it doesn't really matter where they are. Edit: You don't have to roll armour again for toxic, it's just extra damage, but you would have to roll heavy armour before toxic resolves.
